FPBCSL POLICIES & PROCEDURES:
(Please note: Rules in effect
for 3 years from date voted upon by league rep's)
It is the policy of the Francis Parrish Butler County
Swim League (FPBCSL) to encourage leniency when officiating meets held prior
to July 1st. It is a league policy
(effective July 2007- July 2010) that NO swimmer
12 or under nor any
swimmer of any age who is obviously inexperienced be disqualified (DQ'd) for
stroke/turn violations prior to July 1st. These swimmers will receive
WARNINGS only. The intention of the policy is to allow younger and/or
obviously inexperienced swimmers of any age a chance to compete and have fun
in a meet without the prospect of disqualification. Officials will use
WARNING slips and present these to the coach/coaches during or immediately
after the meet. As of July 1st, the league expects all events to be
officiated strictly by the rules*.
WARNING slips will NOT be used on or after this date.
Exception to the rule: Flagrant
violations or violations which obviously present an unfair advantage to the
swimmer may result in disqualification.

USA Swimming Rules* Please see your league representative for more details.
These rules will be
in effect for the 2007 and future season.
It is imperative that the home teams
include all times/scores for exhibition swimmers/divers along with their
order of finish. To compete at championships, a swimmer or diver must have
competed in at least two FPBSCL meets. Exhibition swimming/diving counts
toward this requirement. Please pass this along to those who score.
Exception to the rule: Teams with 4
or more cancelled meets (weather related cancellations) may be exempt from
the 2 meet requirement, but must be approved by the FPBCSL representatives.
The referee or his/her designee
determines the official order of finish in a dual meet. Times are recorded
for purposes of placement in championships.
NOTE: New FPBCSL records can only be
established during championships.
Away teams supply 2 officials and 4
timers for each meet. Of course, try to use the most experienced officials.
Age group rules for dual meets made
simple:
NO swimmer can move up more than 1 age
group for any reason.
6 and under swimmers may swim in any 8
and under event.
Any swimmer can move up one age group -
but must compete in only that age group for the entire meet.
Divers may move up one age group in
dual meets only - but must remain in that group for the entire meet.
